Confirmation of the unity of the Sudan or secession: that was the binary choice presented to voters in the referendum on self-determination of the people of Southern Sudan. While voters had a ‘black or white’ choice, the NCP and SPLM (“the CPA Partners”) had the challenging task of molding the shape of unity or secession. Written with this context in mind, this Briefing Paper presented technical options for political accommodation between North and South Sudan that can enhance political stability through effective conciliation of political interests and perspectives.
